$.dropdown, multiple:true causes url to be incompatible with FormHandler filters
Bootstrap-select and $.dropdown return a comma seperated string of multiple values - currently urlfilter/$.dropdown appends this string as is to the url as opposed to splitting it into key=value pairs that FormHandler expects.
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
